they literally do not fail by design. Theyre coded that way. Because its a pure functional scripting lang you can know if a tx is destined or not to fail before executing it. Because every function is a pure function theres no nondeterminsm, so each input produces always the same output by definition, so you can just simulate the execution and see if it will fail or not and be sure that the result will be the same next time. Then wallets just prevent execution if that simulation fails, so no failed transactions. What do happens is that when the network is full they take forever to execute.

well, if your tx doesnt enter the mempool it doesnt matter, you dont lose gas fees by trying to add the tx, so technically it doe not fail because they dont even get to execute. Thats the point: youre not losing money.
Also, im not a Cardano expert, so i might be wrong in some details, but i do know some good Haskell.
