And even if you suppose that the attacker controlled all the peers, the encrypted transaction would still be bounced around, and even if you are the one bouncing you wouldn't know where was it being bounced from. I tough that was basic Dandelion++ knowledge. Also this does not invalidate wallet-node communications, such as if you make a transaction connected to seth's node, it's only seth that will see the true origin, and if you are connected with a proxy/Tor, then literally nobody.

In the sense that owning the *vast* majority of nodes allows you to snoop on IPs. But what you have in onion networks is that the amount of the network you would need to control is very high.
For example, let's say there is an onion network with 3 relays like Tor. If you control 50% of the network, you will be able to decisively match 0.5^3 = 0.125 of the senders/receivers of connections.
Even if the whole dandelion++ system is broken by this (It's not), that would only associate some IP addresses of users with when they issued transactions. It wouldn't reveal who the senders or receivers are, or the amounts of those transactions.

The bootstrap attack that OP refers to is just a meme attack that only works on new users that are connecting for the first time. It basically applies to any de-centralized network that uses bootstrap servers (including bitcoin, bittorrent, etc.).
Of course, you can also just avoid this by bootstrapping with a known peer.

Because the wallet developer is considered non-malicious, the wallet developer usually hosts their own bootstrap server or hard-codes one. In other words, the wallet developer is considered to be a known peer because you must trust the wallet developer anyways: otherwise they could just give you a binary with malware in it anyways, or they could MITM between you and the real developers if you are a new user and haven't downloaded the real dev's GPG keys for example.

My point is that new users do not have any way of authenticating the chain of trust of developers, so they might as well bootstrap that from the same source as they bootstrap their connection to their peers. Same goes for bitcoin, bittorrent, IPFS, etc.
