It's an investment management company. They manage mutual and index funds.They charge the lowest of fees, so a lot of passive investors, 401ks, pension funds throughout the world use their services. They have the most assets under management because they charge low fees, have been around the longest, and advocate a passive buy and hold strategy. But that doesn't mean they are the owner of these stocks, the clients who own VOO or VTSAX are the owners of the underlying stocks. The reason why they aren't public is because they are a mutually owned company, meaning the owners of the mutual+index fund products own the company.

Jack Bogle founded Vanguard, he was anti Wall Street. He advocated for average investor to invest in low cost index funds instead of actively managed funds. He pointed out that the way people typically invested was giving their hard earned money to a hot shot WALL Street Fund manager who played stock market. The vast majority of the time these people underperformed the index benchmark. He did more for the average investor than anyone. Put down your digital jelly bean and embrace Bogle-Sama.
