Question - is it incompetence or malice that this happened? Do the people in charge have such little comphrension of monetary policy that they were surprised at the massive inflation? Or is it all just a dishonest con game where they know what they are doing and lie about it.

You cannot debase your currency so much so quickly and NOT expect inflation.
