the price difference exists because that's just how markets work, there's nothing inherent to to btc that forces btc or other assets to be the same price on every exchange, these days it's mostly bots doing the arbitrage and keeping prices similar across most exchanges now but back in the day it wasn't so efficient
you can still arbitrage today but you'd need to find small exchanges where prices don't move quickly with the market and liquidity/volume isn't as good as the big exchanges
