Sergey will likely throw a bone to early guys with a condition for being early, but it will mostly be based on stack size. I can't see the date that your LINK was bought being a limiting condition. There are many big players that didn't buy back in 2017, 2018, 2019, 2020, or even 2021 because they did not exist yet. This could create buy pressure. There's now incentive for non-node operators to have large stack sizes.

So it seems that the longer you held, the more LINK you are eligible to stake and the 7000 LINK seem like the absolute max, just from estimating how big the average stack is and how big the initial pool is. I guess the nodes also have their own eligibility sizes, which means you can probably get more than 7000 if you fill 3rd party pools on top of your max allotment.
