they can to an extent but not the cutting edge ones used in mobile phones.

but nobody else can make them either except taiwan.

oh yes you're right, forgot about Samsung. That's the only two places than can do the 5nm chips.

used pretty much entirely in mobile phones. do we really need more powerful phones? my phone 10 years ago could do all the same stuff mine can now.
