The incentive here is obvious. End-to-end encryption secured behind a DAO (to be added). Secure chats with no back door built in. No individual to threaten to add a back door either because you can't threaten a DAO. If the DAO gets compromised then it can easily be forked and a new chat system will be born.

Modern chat systems have admins with power to see chat messages. Except in the case of apps like Signal, but they could just change their policy of end-to-end encryption in secret and it would take people a while to catch on.
