Funding usually comes from a production committee, a group of Japanese companies gathered for the project. Most of those are private. If it's an adaptation the company behind the source material might pay for the project to advertise their stuff. The production committee hires a studio to make it.

On the revenue side there's advertising companies and consumers. The top consumers are single salarymen. There's also a lot of collectors who spend big, and fans who buy BDs to support studios. The merchandise sells to basically everybody in Japan and a lot of foreigners. Live entertainment involves a lot of music concerts. Pachinko, with its surprisingly big slice, gets gambling addicts, but this chart is leaving out video games. Licensed IP for video games brings in a lot of money, especially gacha games milking gamblers. You can't separate the anime industry from the manga industry, which sells shitloads to people of all ages and train commuters for cheap prices kids can afford.
