He didn't, he did however (so far) 3x the value of his short position, which is a position taken by borrowing the asset in question (LUNC in this case), and selling it for a (hopefully) high price for the purpose of buying it back at a lower one.
How much you borrow determines the leverage of the position, for instance if you have 100 $ worth and you want to borrow an additional 200 $ worth, then your leverage would be 3x. As to how this amplifies your gains (and risks!), you only have to pay back what you borrowed (plus some interest) so you get to pocket the difference.
Likewise you could choose to long an asset, in which case you instead borrow for the purpose of buying an asset with leverage at a low price and selling it at a higher one. As an example if you have a 3x long position worth 300 $ and it shoots to 450 $ then you still only owe 200 $ (plus interest) meaning you now have an additional 150 $ besides your initial 100 $. Had you just invested your $ 100 as normal you'd only be up 50 $.
The risk here however is that while your gains are amplified, so are moved in the opposite direction, and your position has a liquidation price, i.e. a price beyond which the loan can no longer be paid off, in which case the exchange forces you to close the position and take your margin.
Shorts are especially risky because you have practically unlimited downside (especially with cross-margin) whereas longs can at worst go to 0.
