unironically eBay sellers with good feedback and an old account.
japanese sellers are typically quite reputable.
weeb conventions are great for scoring rare pieces at good prices, if you can stand the smell.
there are also a lot of small, independent sellers. the more the site looks like it's from 1998, the more reputable:

the nice thing about cels, specifically those that come with the background painting or the ginga/douga (the sketch used to make the cel) is that you can tell it's old just by looking at it.

often times, the paper will have the faint smell of cigarettes from chain smoking 90s japanese animators. the whole thing is very kino.

2001 is the year a lot of studios switched to digital. If you watch Great Teacher Onizuka, it's pretty clear which scenes were digitally animated and which ones used cels.
Some studios like Ghibli held out longer. Occasionally a studio will cel animate a modern production as more of an art piece, like Redline:

There are some long-running Shonen that originally started as cel animated and later switched to digital. One Piece and Naruto come to mind. Most of the popular Toonami shows from the 90s and 2000s were cel animated.

As I said, not a huge fan of anime from that era, although there were some gems. I would like to get my hands on some key frames from Madoka Magica for example. It's a personal interest, rather than trying to make $.

I sure do think that cels from famous anime have potential to be very valuable in some decades, but I don't think it's a particularly attractive investment, unless you do it for enjoyment's sake. I'm not sure drawing a parallel with Pokemon cards is sound reasoning.

They're really cool but their authenticity is tougher to verify. It's almost the type of market you'd need a knowledgable collector in Japan to help you out with.

it's mostly just b8. there's a pretty lengthy market history of cel-based animation (about 80 years) so the prices of famous works are relatively predictable.
Pokemon cards definitely have some kind of value from a nostalgia standpoint but I'm not sure what they'll be worth long-term. It's not like Magic where the game itself is still popular, though I admittedly don't know much about trading cards of any kind aside from owning them in my youth.

I got really dissuaded by the whole industry after working for a wallet company and a large cap DPoS chain. The grift on the inside is truly insane, even among the most reputable outfits, and there's not much effort towards genuine utility.
Really hoping that the ongoing market rout bankrupts a lot of these (((projects))) so some solid ones can emerge again. There's a lot of use for append-only database tokens we're not even touching at present.

My dad moved to the farm with us shortly after we closed - he lost his job for being a pureblood and I couldn't put him in a home. It hasn't been without its challenges but life's pretty cozy.
We even put up one of those Amish cabins in case my mom has to do the same someday.
