i don't even understand what an offline wallet or a paper wallet is
if I have a crypto amount then my wallet address is recorded in the ledger which is in every node (or validator or whatever proof point) which are all online. What does it even mean to have it offline? The phisicallity of a internet connection is irrelevant isn't it? it's just the knowledge of the data the thing that's is important to make a transaction? If I memorize my address and my keys then I can make transactions even though I'm not a device connected to the internet right? Isn't connection or the lack of it irrelevant then? Someone explain it to me please

Keys are just that, keys. The crypto is forever accessible on the ledger as long as you have the keys. The offline or paper wallet is just a way to keep keys from the internet and potentially being hacked or should the physical device be stolen. It is said that governments confiscated more than a significant sum of bitcoin over the years because people had their keys easily accessible either on their computers or written down near the computers.

You can create transactions on your offline computer and sign them. Then enter the entire raw transaction binary on an online computer. This would never expose your private keys or sees phrase to the internet. https://etherscan.io/pushTx

The above link allows you to broadcast raw signed transactions on the ethereum network. You can find equivalents on all other blockchains. I do this when I move cold storage funds into hot wallets.

This is the method I use. There may be better ways, but this always works for me.

You have to generate the key on a computer offline, I have found a method from an xsg thread about 2 years ago if anyone wants it I'll do some digging to find it. It's only partial and I'm missing some parts but you could find the thread from the timestamps at least
