That's why bitcoin will be secure essentially forever. Quantum computers will never be a consumer product and as long as they remain regulated in the hands of large entities the risk is minimal. You could say the government can just hack the network with a quantum computer today, but yeah they could also shoot you in the head today. So what? Bitcoin is not censorship resistant even without quantum computing. If the USA were serious about getting rid of Bitcoin they could issue a ban, and enforce the ban through the UN. Hash rate and price would drop by 99%. The government has that power and always did, but so long as it doesnt become possible for some random guy to hack the bitocin ledger on his quantum laptop we are ok.

Governments prefer to control as opposed to destroy, they would only seek to destroy what they can't control. With something like Bitcoin they'll more than likely keep their abilities a secret. They could simply take control of keys they want in particular cases and people will dismiss it as a "hack" or that the person fucked up. Whatever they choose to do I doubt that they will be overt about their moves, better to let people think they're safe.
