What he is saying makes sense in a theoretical hyper efficient market. If you can make 10% on your money, and taxes are $10k/year. Then the property should cost $100k less compared to property of the same value with no taxes. So you buy the cheaper property, then get 10% and pay the taxes.

But of course the market is hyper-efficient and people don't think about things that deep, and no property is alike, and returns are variable, and risk is hard to value, that you can never say property tax is a net zero for you, you have to factor property tax into your decision just like every other cost.

Its bad to have property tax, the question is whether the property is still worth it, ifs cheaper and more profitable in other ways to make up for the tax, then yes.
