The problem is he didn't say his plans got delayed by the ETH merge delay.
Look at this slide from his initial presentation.
Not only the growth in contract calls got stalled by the mini bear market this year, but CCIP was a big plan for this year's increase in smart contract usage.
You don't add 50% of your previous year's contract usage in 2 month when releasing a new feature.

This chart hints that the release of CCIP got delayed and reality won't fit with this chart.
It will be interesting to see how Sergey updates his chart after this year ends.
We will then likely see that the smart contract growth has been slower than expected in his initial planning for this year.

All the important features bringing new income sources and growth have been delayed by ETH. This delay is 5-6 month this year, but the reason we had to wait so long for staking is because ETH kept delaying their updates and not delivering on the scalability.

My gut just tells me something isn't quite right with Chainlink at this point. I've really been iffy about their marketing leading up to SmartCon. First of all the initial pricing was outrageous. Whoever came up with $1477 should be fired. Absurd and unforgivable miscalculation. That fuck up has led to one of the most pathetic and desperate attempts of saving face I've ever seen. It's clear no one was paying $1477, and so they had to do huge discounts all the way down to $249 and come up with all sorts of incentives begging people to come. As soon as we got the Big Mac shit I just can't wrap my head around what the fuck they're thinking. First of all, it's insanely cringe and fucking lame that they're directly acknowledging the Big Mac shit. Second of all, it's screaming desperation. Something about it just really pisses me off that after 5 years, where we missed the bull run and have now gone down 90%, this is when they decide to reach out to their most dedicated supporters? I really don't understand the thought process. A part of me is concerned about how naive and daft they are, do they really think people are going to be stoked to sit face to face with the guy responsible for the last 2 years of pathetic price action? Staking needs a high earning income source and increased efficiency to be tolerable by node operators as it decreases their profits.
Many things hint that they were waiting for the merge to improve the situation. For example with CCIP, but also the partner growth program and becoming more important in the ETH infrastructure and getting recognized as a public good by it with the advantages this brings.
