So many people are conflating LA with SoCal. The worst of the druggie problem is confined to LA "proper". There are plenty of surrounding regions that are still very safe where very little of this stuff happens.

Don't live in LA =/= Don't live in SoCal. The LA metro is probably second only to NYC in terms of opportunities/recreation/things to do. If you can afford it you shouldn't let this stuff scare you away.

The right time is fairly hard to judge. It always is. I got lucky. The right time would obviously be once the housing bubble bursts. A lot of signs certainly point to a bubble and that it may pop any time within the next year. But the problem with waiting is the pop might not come. If that's the case, the right time would be now if prices continue to rise. The reality is your profit on a property comes when you buy, not when you sell.
