Logically speaking, PFOF is a profitable system of any broker, but the problem is they do not want to be on the hook for buying up shares of dying companies for retail speculators. This logically has them wanting to provide shares to retail provided through short selling.
This little profitable "trick" probably worked wonders and they were able to make fortunes off of dying brick and mortars for years. The thing is, this shit always works right up until it doesn't. LTCM was notoriously proditable hedge fund for like a decade until they blew up speculating on Russian or Italian bonds. Their trades were SO MASSIVE and careful obfuscated from their brokers that they were dangerously exposed in illiquid markets that they almost took Wallstreet down in the late 90s. Great book on this called "When Genius Failed", you can see the kinds of things that go on behind the scenes, such as ibanks and central banks convening and organizing a bailout behind closed doors. (The germ of all of this moral hazard stems from LTCM, too big to fail etc).
The only problem is they literally can't bail themselves out of this one. No single entity can control retail selling price so they can't strategically take a hit without risking the losses being fatal.

As plainly as I can state it, if it's not a reputable mega broker with trillions in AUM I wouldn't hold with them period.
