RLC is used to commodify data and computations in a private/secure way. It is used as a transactional medium to assure correct computation for the user. The worker LOSES the RLC STAKE for their worker if the worker returns a bad result and suffers from negative reputation in the pool. Read: The Proof of Contribution algorithm.
A randomly picked worker does a computation inside a workerpool for any specific dApp. Workers join pools for what dApp they want to work for. It must stake RLC as a form of trust, unless specified by the worker pool. RLC is used by the user to pay the worker for the work in the specific dApp they want to utilize.

RLC is one unit of computation and the price of a token depends on the supply and demand of computation on the open compute market. Workers agree to work for RLC, you buy their compute using RLC. RLC seems like more of a backbone for compute transactions that could be done with other currencies (ie eth) but the way the service is built, there will always be a fluctuating RLC value that's based in the actual profits of offloading compute into to the cloud.
