Of the remaining old people, 1/6 may think they have saved for retirement, contributing minimum amounts to their 401K over the many years and leaving the rest in a savings account with 0.001 interest rate. They retire with plans of travel and leisure but realize that they're measly retirement savings, now heavily taxed as well when they are forced to take them, it's not able to support such a life.
