The company pulls the monthly deductible from that website, calculate taxes and then give you your money after taxes.
The government then checks things once a year and makes sure it is all correct and either give you money or make you pay more based on how wrong the information is.
When I just started working, I didn't have to do shit as I only had a normal income. I didn't correct anything, so I just got money back each year as they automatically updated my income end of year. Do you have any idea how hard it is to actually get enough from welfare to live comfortably? It's impossible to do it from unemployment alone (especially as a white male, who are discriminated against within the welfare system due to a high number of foreign and female assessment staff, both being groups which have been shown to have in-group bias). Your only shot of having enough to live comfy is disability, and even then you won't be making more than an office job. The trap with welfare is you don't need to make as much as an office job, but you have a low chance of ever escaping the lifestyle. Welfare gives you enough to survive and nothing more, maybe a little extra spending money after rent and bills if you're on disability. A friend of mine is on disability because he has severe heart problems and PTSD and he only gets about $16k a year when converted to USD.

Another factor is housing, if you aren't in government housing, your rent is going to be super expensive, and welfare often pays your government housing rent for you. It's harder to get them to pay private rent prices so if you have an office job making enough to pay your rent but aren't already living in or on the waiting list for government housing, going on welfare is a risk because you might end up homeless. Plus there's all the hoops you have to jump through to get and stay on them indefinitely. They usually review your claim every year and are highly aggressive with trying to get you off it. Because of the long waiting times for your claim to be processed and the yearly reassessment, you spend a good 3/4 of the year every year worrying about getting something in the mail telling you the reviewer said no and your welfare stops coming (takes months to get back on and you get shit in the meantime).

The issue is overuse of the system by non-tax paying immigrants.
