Fundamentally if you have sovereign chain X and sovereign chain Y, if you want to move token X from chain X to chain Y you need lock the tokens on chain X and create new versions of them on chain Y. Things like IBC have this interoperability decentralized and built into the protocol level which makes it safer, but it's still a variation on lock/mint transfers.
