The price of oil plummeted in 2015 and stayed relatively slow until early 2021, and yet during that time the US did not think to buy more oil for the reserves - but actually emptied some of the reserves? Sounds like policy failure over many years. That tiny blip up at the start of 2020 was Trump ordering them to buy more oil at the bottom of the crash... was gone before before the end of 2020

What's the plan here?
They either keep withdrawing and the price rises eventually because of the depleting reserves.
Or they stop withdrawing and the price rising because of the deficit.
If they start buying to restore the reserves the price rises even higher.

So price goes up no matter what, basically. If the recession comes, OPEC will jsut decide to cut production to stop the price falling to much.
