A public social net is a huge boon to the economy. People failing leads to them becoming homeless, turning to crime, spending much less on consumer goods. All those things are much more expensive than just guaranteeing them enough food and shelter to live on, grant then education to increase the GDP long term etc. There's a reason many of the most successful businessman in history spent a lot on charity projects. Centralising that could easily make it more efficient. The issue is just mismanagement of the funds. A huge chunk is spent on administration and still many people get far more than they would need while others get less than they need

Centralization is not a universal solution. It can solve some problems and can create many new problems. But centralization by government also means it becomes mandatory what is the root of all kinds of evil.

Which is default for the government. Charity voluntarily from your own money makes you responsible. Also you have close control and feedback. Redistribution of stolen money makes you less responsible and creates a lot of bad incentives. Tax payers have almost zero control over it. Mismanagement and corruption is the self-evident outcome of systems like this.
