With most crafts hobbies, you can start very small with a very low investment into new tools and materials, and work your way up as your needs require.

What is truly most important is that you enjoy what you are doing and find satisfaction in doing it. If you are so hung up on instant, cheap validation, you won't find it in any hobby. Also, find a group of friends or other hobbyists to spend time with and mutually motivate each other.

I used to draw with a fat .005 mechanical pencil from a pack of 10 and then scan my art on an old HP printer and do line art and colors in Animate (Flash at the time) using my mouse.

There are obviously things that you can't really do without a tablet as far as rasterized bmp painting in photoshop, but you can make vector or 3d art digitally with a mouse, so... There's shit you can do while you wait for tablet money.

If you're talented or have what it takes, you don't need any of that shit.
