Is $200 rationally okay to start with if I want to build a modest high mcap portfolio? Talking about coins like BTC, ETH, XMR etc maybe some L1 competitors like AVAX. Nothing meme-ish or 2018 like.

No, 200 usd is not enough. If you don't have the funds to invest in crypto, then you need to participate in airdrops. Choose which sector you are going to focus on and become an expert at it. Whether that is NFTs, DeFi, L1s, GameFi etc., you decide and corner the market. The easist free crypto to get now is probably NFTs. There are hundreds of NFT drops on Twitter every day and MAXX finance is giving away a utility based NFT on their website now. This might be a good start for you to get your feet wet.
