That's a burnished proof. With the whole kit that gets pretty numi. That little W below the date gives it an additional boost. Graded and slabbed coins market at ~2400 to ~2500. What they sell for I don't know. The whole kit puts it in a comparable category.
1987 is the second year of production. 1986 coins get a huge premium but it drops off for the following year. Even so, they have added numi value over more contemporary pressings.
How generous do you want to be? Spot plus 250 would be my offer and I would consider it fair. If he were to shop around, he might get a better offer, but it would take effort.

Hit up your local plumber and mechanical repair companies. They sell their copper to the local scrap yard for 20-50% of spot. Just call the scrap yard, find out what they are offering, then call the plumbers etc and off to pay scrap yard price and you'll come haul it away.
I melt it down and sell 1 lb bars on eBay for $20 all day long. Easy 5-7 times after expenses.
Carefully though. Remember scrap yards buy clean copper. Unscrupulous shops will try to dump unstripped wire and mixed metal with copper on it to you and save their good stuff for the scrap yard so educate yourself before paying.

Glad to help. If you like selling art bars it's a pretty decent racket. Most Copper pipe is #2 quality. A little elbow grease to remove the solder and you get deoxygenated .999 pure copper. I always scotch rite my pipe before melting just to ensure there are no surface impurities then sand it pretty to a precise weight, stamp your stuff and sell on eBay.
I pay around 1.80 a lb for pure copper pipe. Spend a day removing solder and shining it up with a scotch bright pad. Burn through two tanks of propane to melt 100lbs. Spend another day cleaning and stamping and sell 100 lb bars for $20 a piece all day. I don't have my cost sheet on me but I'm in about 300 by the time it's all done. Lose another 10% on shipping and commissions which is about $200. So out of $2000 I walk away with $1500. Not bad for a weekend hobby. I could sell for more just based on competitive pricing but why get greedy. My stuff sells fast and I make good money. Let other people sit on their bars at $30 for half a year. I want my shit gone by the end of the month.

You used to be able to buy '67 comem mint sets in bulk at a discount. I have probably over 100 dollars face in '67 coins. Trouble with those mint sets is the smaller coins were debased to 500 fine halfway through the year so common thought is they have a chance of being less than the usual 1.11 troy ounces per. According to my sources though, all of the proof mint sets were produced in early '67 and would therefore be 800 fine.
