They have to send 21st century slaves down the mineshafts by hand. Meanwhile Russia mines silver in an open-pit, leading to much easier/cheaper supply (~350$/oz), however the Russian supply is dwindling and all Russian sources are currently banned due to the Ukraine conflict.
