That makes no sense, because you can just raise all prices roughly equally. Hidden fees is entirely psychological: they con customers into thinking they're paying one price and trap them into paying a higher price. And it works, especially for first-time customers, which restaurants like. But they fail to realize that repeat customers do eventually get wise and will punish the business by abandoning their business loyalty entirely (instead of just cutting back on items).

Most restaurant servers make less than that per hour on paper but make 4-5x that via tips. It's an awful system but servers don't want to change it because they like making the equivalent of 20/hour if they're good, and those that don't make that get a job in the back or change vocations.
