Neither does the US. What the US actually spends the vast majority of its budget on are social programs. Mandatory social spending amounts up to 65%.
With an estimate revenue of $4.018 trillion, and military spending being $715 billion, that's about 17%. And this is with revenue. Blow out the budget and increase deficit, that percentage shrinks, with deficit spending going into social programs.
