the rsi counts the positive changes and negative changes so correlated with how much the price has actually moved you can determine the average amount of movement it is likely yo do before a reversal (similar to an average true range). If it is over 70 or under 30 it means it closer to reversing than is to keep going (most of the time).

Also some settings use 80 and 20 as the overbought/oversold range not 70/30 but that is up to how each individual sets their setting. It is a very kick ass indicator if you know how to use it properly but most people dont of course and even less on this shithole website will know to use it
