SNAP is the most notorious because anyone making even a dollar over minimum wage gets reduced food stamps. It's also very easy to lose section 8 housing if you start a real career. WIC is a program that punishes dual parent households

Anyone actually trying to improve their lives gets into this situation where they don't make enough to get off the programs, but they can't make more because they lose the benefits, which is dollar for dollar substantially more than a pay raise. They act like rich people will scam the system, but middle and upper class people don't want to live in shitty section 8 housing. You shouldn't just lose your benefits as soon as you get a $1/hour raise. It should be on a time limit and tapered off. It's intentionally designed to create dependents.

The real solution is Dad needs to work more hours, Mom needs to quit the job- probably quit college unless she plans on getting a real job in 4 years when their kid starts school: sell the second car and collect food assistance with their reduced 1 income household.
