There are multiple burn mechanisms in place. One is a monthly burn from the Terra Classic community pool which has already been implemented. The 1.2% burn tax on transactions is still being coded. However, neither of these mechanisms will make a significant dent as the community pool only has ~10m LUNC last time I checked and most transactions are off chain. The point in passing these proposals is to get the exchanges to impose their own burn taxes. If the big CEXs get on the burn train, then we will see some price movement.
