They can't pull that money out because it would crash endeavors they care about, and that makes most of the supoosed dollars they have rather meaningless to them other than being a big number.
If you dumped all their money on the bottom 4 billion, it would be instantly consumed under ideal circumstances and more likely would just inflate global currencies. It's the coca cola buy the world a coke problem. The coca cola company could do that, but they'd immediately be insolvent. Investors would sell stock because such a giveaway guarantees zero growth and profit for a decade, and their sales would tank the stock price, limiting the company to just the infrastructure and employees they have, both of which have extreme ongoing costs. The company would make it's nth billionth bottle for the world, and disintegrate without a way to pay debts and wages. Then every person gets 40g of sugar in 16oz of water.
