Now that I've done enough contractor work and not just entrepreneur carpentry work I sadly must say that my opinion on supervisors has gone from "waste of money" to "essential" since your average city contractor has to think extra hard just when tying their shoes.

Other than that, you would probably want a second Engineer to at least look over the plans in case they somehow forgot something simple.
But even with all that the cost would STILL be nowhere near that absurd sum.

Not that I agree with the idea of spending that amount, but it's going on top of a monumental civil engineering project (bridge) which means endless involvement of engineers, agencies, and many different kinds of contractors. This includes updating of drawings and plans, complete with countless required filings, reviews of plans, site surveys, site visits (at the top of a bridge no less) etc etc etc. You could go on forever listing the steps and costs in a project like this. Ultimately it costs that much because it's a bureaucratic nightmare to make a small but significant change to something major like a bridge. It means countless firms, disciplines, administrative agencies, contractors, etc must be involved and paid, and that's not including all the costs of different kinds of insurance involved at every step of the process. Installation, site visits, etc at the top of a bridge will require boats, cranes, endless safety equipment/measures, probably high pay for the dangerous nature of the on-site work, and so on and so on and so on. Having worked in architecture I can tell you ALL this shit adds up fast. This is not exactly planting a flagpole in the ground at a park or something
