Yeah that's just how percentages work, kind of like how you can make a 10000% return on options if you 100x. But if it expires worthless you lost 100%.
People use it in a misleading way to imply that's it's always "harder" to get the money back which is wrong.
A volatile stock could easily swing from 100 to 50 and then back to 100 without any part being harder or longer than the other. Obviously there could be a bad situation that prevents the move upward, but if nothing significant changed then the double isn't harder than the halving.
