If the ore is very high yield, it'll have about 1oz pure gold per 1 ton of ore
31 000 000 metric tons ore = 31 000 000 troy ounces refined gold
31 000 000 troy ounces = roughly 880 metric tons
Total gold ever mined is 205238 tonnes + there's 53000 tonnes of proven reserves below ground, for a total of 258238 tonnes.
So the new find increased the total available gold by 0.34% and that's assuming the ore will have very high yield, realistically it won't even be half of that. Literally nothing in the grand scheme.

As I understand it, when buying pms, the IRS will not be notified if your purchase is under $10,000 in a 24-hour period.
When it comes to selling, if you are selling American Gold eagles, again there will be no automatic referral to the IRS from a reputable dealer. If you sell other types of gold coins like the Canadian or German ones, then there will be reporting done. If you were selling something like a gold eagle the IRS kindly asks you to submit your own capital gains taxes.
But if we're speaking honestly, what's stopping anybody from not reporting?
