Banks gotta balance the books at the end of the day, and shouldn't keep more than 38.5% of assets in liquid cash.

Corporations and the like don't want to gamble on stocks since they're risk adverse, or lock in cash for a long time, they want to wait till rates increase so they get a good deal on 10 year Treasury notes, so they want short term deposits while they wait
Banks don't want all this money on deposit, because deposits count as a liability in our monopoly money world
Instead, corporations and the like are being told to park their cash in money market funds
These funds primarily go for reverse repos and other short term shit

tl;dr, there's a lot of money waiting to be dumped on the market once rates increase more, or the market outlook is less shit

When banks lend money to the Fed overnight, the
Fed gives them Treasury Bills as security for the loan. This is a mandated part of the deal.

The Fed's balance sheet does nothing to differentiate between T-bills that were given out in RRP and T-bills that go to actual buyers.
This artificially inflates demand for T-bills.
It makes it seem like US government debt is far for in-demand than it actually is.
