It's not really a secret. Libya is in a civil war between the east and west part of the country. The east is winning but most of the world refuses to admit it and has been supplying & supporting the west. Almost all of the oil is in the east. Shut down that oil when everyone needs it and maybe you can get them to flip and support the east. Also the UN demands that they share the revenue with the west, which they don't want to do.

This is almost nothing that we get from Libya.
But if you take a look at the numbers that all government services use, it's about 5~ million.
