nvm I read only the PoW part and assumed you mean that PoW isn't scalable.

It's simple to explain, you can't scale by increasing parameters, blocksize Blocktime. Same in PoW and PoS.
You cant scale by not using a Blockchain.
You can't scale by using L2, you might disagree but it's an L2 so works on both.
You can scale via Sharding, This doesn't work for proof of stake systems, but does work for proof of work systems.
It's that simple, if you disagree explain another way to scale or how to make sharding work for PoS
