For most computers they're just counting the number of milliseconds since the "Epoch". For most systems that's midnight on Jan 1 1970. It's stored in a 32 or 64-bit integer (a string of 32 or 64 1s and/or 0s) which will keep incrementing upwards. 32 bit systems will be able to keep time without am overflow until 2038, 64-bit systems will last billions of years.

It's not clear at all what they're trying to say with "Numbers run recursively until they go negative". They don't run recursively, they increment normally without any recursion.

When they "Go negative" it's because the first bit is for "Signing" i.e. indicating whether a number is positive or negative. Once you fill up all the other bits in the number with 1s the next "column" will go up, like when you learned how to do basic maths and when the tens column went to 10, you carried the 1 over to the hundreds column. The thing is if you're using a signed integer the hundreds column is the "is this a negative" column. At this point instead of being at 100 you wrap around to -99 and then start counting up again, you don't go backwards.

Look into the 2038 problem (picrel). It'll be the like Y2K but much worse.
