Even centralized stable coins are overcollateralized. USDC is the most widely accepted stable coin but every dollar is backed by bonds and hard assets. In this pair the dollar is treated like the unstable asset.

Overcollateralized is a good thing, but the concern I have is what it's overcollateralized by; Ada and Shen. What protects their value is the concern. But I'd imagine this is similar to MakerDAO who initially was overcollateralized by ETH but they've expanded out diversified to other assets. Then there's USDC that's basically a bank in that you can exchange USDC for dollars.

And the thing about USDC, and banks on the whole, is they always carry another asset to compensate each others' price. The US central bank holds two types of deposits, cash and reserves. It's a balancing act.
