Neither are going to be able to do that with decentralization - it's literally not possible. It's more feasible with DPoS because you only have 51 nodes vs millions/thousands.

ArkVM is going to implement external data as well but I don't think neither project will have much success in that regard. Oracles inherently cannot be decentralized because you have to trust the data source, which defeats the entire purpose of decentralization.
