Most exchanges charge the same trading fee for every coin. I guess you have a bunch of shitcoins on different exchanges that don't handle fiat? In that case, all that should matter is: the withdrawal fee, to get your coins on an exchange that trades in fiat.
So it's either ETH or LTC.
But most coins are either traded in BTC or ETH, not in LTC. If you use LTC, you would have to pay double the trading fees.
I would therefore go with ETH, seems like a best choice. Convert everything to ETH and withdraw once, but to best honest: I don't think it's going to make much of a difference.

These days I've found that withdrawal fees for LTC are the lowest, except for Gdax. For Gdax just withdraw with BTC.

But BTC seems to be the absolute fastest transfer these days. It used to be ETH and LTC but now BTC seems very very fast in comparison
