It's a general purpose blockchain and they are the features they are specifically advertising. At the broadest overview it has similar capabilities to Ethereum, Iota, Stratis etc. In other words, it has broad capabilities. That said, it will never be proof of stake like ethereum. They want GPU miners to validate transactions AND ALSO to attract AI development via those GPUs. Because ethereum is moving to PoS that capability won't be possible, unless you do something off-chain and link it.
