I propose a cylindrical construction with a very small aspect ratio, basically a small disc. Each side of the disc should be engraved somehow with a design, possibly a date of manufacture, possibly with a mark indicating where it was made. By making the "discs" in standard sizes, each with a known weight and percentage of PM, their value can be independently audited using a balance, a buoyancy test, or even the application of known acids. Given that PMs tend to be "noble" metals, they are resistant to some/most acids.

Yeah I'm a yuropoor. Here in Finland our apartment buildings are "apartment housing companies" that basically separate the apartments' ownership into shares. The way the mortgage works is that the ownership of the certain shares (that represent ownership of my apartment) is transferred from the previous owner to the buyer (the bank), and my mortgage payments go toward buying those shares of my apartment from the bank.

Apartment housing companies also charge management charges from the residents of the apartment building depending on what the shareholders or in other words apartment owners (NOTE: the debtor is given status of ownership even though the bank has some or most of their shares) decide to do. If shareholders decide that the apartment building has to be painted or that all of the kitchens need to be renovated, the management charges will be adjusted in order to meet these new demands. Needless to say apartment buildings have very variable management fees, mine are about 220€ monthly, which is about $260.
