There's a billion ways to make sand, that is not the problem as I said here. >>30336662 The problem is price/energy/water. You need to crush rock (energy), sift it (energy) and wash it (water) since the fines weaken the concrete. Depending on how much water is available, the water needs to be recycled (more energy). Manufactured sand and aggregates are already used extensively including recycled concrete etc (except sand, no recycling that) in cases where the transport of sand to the concrete mixing site is more expensive. Today it's all dictated by oil price. Of course these machines could run electric, but that makes the whole operation less mobile and needs HUGE amounts of electricity.

The economics of interplanetary commerce are such that bulk materials like sand are never, ever, ever going to be traded. It's just not cost effective. Even if sand was worth more than iron it wouldn't be cost effective. Sand would have to be more expensive than It's weight in gold to make the sand mines of Mars a thing. Information is obviously the cheapest (because you can just transmit it back for basically free), but for everything else it's just a function of launch costs versus cost density.
