It's quite simple. Every address on Algorand is, by default, eligble for rewards - they are gained passively, whether you want them or not.
In order to burn tokens the Algorand Foundation sends the tokens to a burner address that cannot be accessed by anyone.
This address is, by default, gaining rewards based on the funds it is holding.
There were two events of coordinated token burn carried out by the Algorand foundation:

>2020 ~5mil
So the burner address is gaining rewards based on 20mil since 2019, and based on 25mil including interest of the span between 2019 and 2020.
Do the math and you'll see that most of Algorand's supply is steadily being siphoned away by that burner address.
