It's as old as the hills. The first I heard it was in reference to the government coming to collect all the guns. Since there is no paper record on most of them, "I lost them in a boating accident" is the meme.
Funny though, I know a guy who went hunting up in Cannuckistan and they had to cross a lake with their first nations guide in some glorified rowboat. Boat capsized and they lost a whole pile of guns and 3 elk. Nearly died themselves. So I guess it does happen.
