Yes tier 1 leverage is basically just cash on hand banks are required to have on hand vs their total long term bond portfolio. Banks currently DO NOT meet tier 1 requirements, they hold too many long term bonds because the Fed flooded the market during Corona, but the rule is exempted currently.
