Since you're a third-worlder, I'll give you some advice since feds do this sort of shit all the time. If a fed is reading this, this one is for (you).

You start by buying an international private-security firm. This is perfectly legal as it is encouraged by the US Government. From there, find properties in a hard-to-find location that is tactically advantageous. Establish escape routes between these properties that will double as supply-chains when things get moving. Once you are in a secure position, start sending "gifts" to local militias and cartels. Be sure to establish secondary businesses on the side to finance your system, legal or otherwise. After you get street cred, continue these gifts by giving a hand to local politicians. Continue to grow your connections to the militias and start relying on them for more things.

The next step is to become an ideologue. Read up an any ideology that is the opposite of your current government. It does not matter what it is, just be contrarian. Work on becoming well-versed and well-spoken. Now, lay the foundations for a cult of personality. Be sure that you devote this cult to helping out the militias and the politicians you founded. People want to help useful people because they help them. No one man rules alone. Establish a personal guard once you get your cult booming. Don't fire the security firm, but keep them at an arms reach. Maintain friendly relations with your business partners, necessary or not. Let your fanatics do the fighting for you as to make yourself seem more national.

Now comes the fun part. Begin gun-running operations and arm your fanatics in addition to your allies. When the government starts getting suspicious, respond to the act of aggression. Be the innocent. Promise your allies positions of authority in the government. Begin the Civil Conflict.

Also, nothing wrong with paying local taxes. It's the federal taxes that kill the average joe. They should get those taxes instead by the state, who would get them from local taxes. That way, there is more liability among bureaucrats and congressmen.
